Warren Sault, B.A., E.E.T., is a member of the Mississaugas of the Credit First Nation. He brings more than 30 years of expertise working with First Nations on development issues to his role as President and CEO of MCBC. Warren’s business experience is extensive, spanning finance, development, and administration, as well as governance roles on boards of First Nations business organizations. He has served as the Executive Director of the Mississaugas of the New Credit First Nation, Economic Development Policy Analyst with the Chiefs of Ontario, and Project Manager with First Nations Engineering Services Ltd. Warren has also served on the board of Two Rivers Community Development Centre (TRCDC), an Aboriginal Financial Institution, for the past 32 years and is the current Chairperson. He also serves as Chairperson of Aboriginal Impact Capital, an Aboriginal Financial Institution, serving a network of four Aboriginal Financial Institutions and providing administration of the Indigenous Business Financing Program (IBFP) within Southern Ontario. Warren is also a former Chairperson of the National Aboriginal Capital Corporation Association, an association of Aboriginal Financial Institutions from across Canada.
Warren graduated Summa Cum Laude from McMaster University with a B.A. in Sociology and graduated with Honours from the Radio College of Canada, as an Electronic Engineering Technician.

Tyler Dilley is a Regional Manager at Milestone Environmental Contracting Inc., with 24 years of experience in the environmental industry. As Regional Manager, Tyler oversees complex environmental projects in Eastern Canada.
Tyler specializes in environmental remediation, project management, and client relations. Known for his strategic vision and team leadership, he has successfully delivered impactful environmental solutions across Canada, fostering sustainable outcomes and innovative approaches.
Having partnered with Federal, Municipal, and private sector clients, Tyler emphasizes collaboration in project execution, ensuring customized solutions that meet client needs while maintaining the highest standards of quality.

Neil is a director of MCBC Milestone and has been a board member of MCBC since 2018. He operates his own energy sector consultancy, NBF Group Inc. Over his career, he was involved in a succession of big-picture, electric industry-changing initiatives and innovations, including being in corporate strategic planning in Ontario Hydro during the breakup, being in distribution business development at Hydro One during the acquisition of 88 municipal utilities, being at the Ontario Power Authority during the reintroduction of power system planning, and being at Horizon Utilities during the creation of the second largest municipally owned utility in North America. He is most proud of having received the Canadian Electricity’s first Sustainability Leadership award, having earned a Canadian Urban Institute Brownfield Award, and being named a Privacy by Design Ambassador by Ontario’s privacy commissioner for his work on ‘big data’ projects. Neil graduated with a BA and MA from University of Waterloo, a PhD from University of Toronto, and a Chartered Director designation from McMaster University. He is the author of The Politics of Power: Ontario Hydro and its Government, 1906-95.

William Briscoe is a seasoned and results driven leader with more than 30 years of experience and brings an extensive background in real estate investment, development, and platform building to his role as MCBC’s Chief Investment Officer. He has been a key member of executive teams at GWL Realty Advisors and Triovest. From 2016 to 2024, he held executive roles at Canderel, where he led the team responsible for establishing a partnership with Tsuut’ina First Nation, creating one of the largest master-planned development projects located on First Nations land, spanning 1,200 acres, adjacent to southwest Calgary. William is a graduate of the University of Calgary and holds a certification in Real Estate Leadership from Harvard University’s Graduate School of Design.

Lewis Staats brings more than four decades of First Nations focused economic development and strategic planning experience to MCBC as Director, Business Development. He is a member of Six Nations of the Grand River First Nation. Previously, Lewis was faculty at the Banff Centre in its Indigenous leadership programs, and he led the Best Practices in Nation Building and Indigenous Business Development programs for fourteen years. He is a graduate of the University of Western Ontario and holds a certification in Strategic Planning and Organizational Development from the Banff School of Advanced Management. Lewis also has extensive experience in sports management, earning five Minto Cup championship rings as President of the Six Nations Arrows Jr A lacrosse team and three National Lacrosse League championship rings as President of the Rochester Knighthawks professional lacrosse team.

Josh Kelford is a seasoned environmental professional with over 20 years of hands-on, in-field experience on environmental remediation projects across Canada. Josh has progressed from lead hand and site superintendent roles to project management, overseeing complex, multi-disciplinary scopes. His experience spans remote northern sites requiring ice road mobilization to urban projects involving heritage preservation. Josh brings practical on-ground experience to every project he leads.

Frank brings over 20 years of experience, meaningfully engaging with Indigenous communities across Canada. His experience spans equity partnerships, MOUs, and traditional knowledge collaborations. As Director of Indigenous Business Development at Milestone, Frank leads our efforts in partnership building with Indigenous communities and strives to support Milestone's commitment to advancing reconciliation through capacity building, training, and economic growth.

Jeff has been named Entrepreneur of the Year by Ernst and Young, named one of Canada’s Top 40 under 40 by the Globe and Mail, recognized with the Young Alumni Award from the University of Western Ontario, has been awarded the Queen’s Diamond Jubilee medal for his distinguished service to Canada and most recently has been awarded the Professional Engineers of Ontario medal for Entrepreneurship.
His businesses have been included in Canada’s fastest growing companies and the Top 50 Employers in Canada. Jeff is an Honorary Colonel in the Canadian Armed Forces, is the Founding Chairman of Invest Ottawa and the founding vice-Chair of the Bayview Yards Innovation Center in Ottawa. Jeff is an avid outdoorsman whose passion for mountain climbing (he has summited 3 of the world’s “7 Summits”), skiing, golfing and fishing are but a distant second behind his love for his family which includes his wife Colleen, and their five adult children.
Jeff is the brainchild behind Zibi a world-class sustainable community and redevelopment project. Zibi, which means ‘river’ in Algonquin, is being built on the former industrial EB Eddy Lands, consisting of both Chaudière and Albert Islands and 22 acres of waterfront in downtown Hull surrounded by the Ottawa River.

Mark is a founding partner of Milestone Environmental Contracting Inc and currently directs the execution of our Major Projects. A Civil Engineer with over 30 years of experience in specialized environmental remediation and contracting, Mark has been involved in some of the most complex and impactful soil, water and sediment remediation projects undertaken in Canada. The projects that Mark has directed to completion have involved sediment dredging and capping, large scale excavation and shoring, shallow and deep groundwater cut-off or reactive wall installations, and numerous approaches to on-site remediation including chemical, biological and thermal treatment.
